Notification of Abatement and Training

EPA requires certified lead abatement professionals to notify the Agency prior to conducting lead-based paint abatement activities. EPA also requires accredited training programs to notify the Agency prior to and following completion of lead-based paint activities courses. These notification requirements are necessary to provide EPA compliance monitoring and enforcement personnel with information necessary to track lead-based paint abatement and training activities, and to prioritize compliance inspections.

When do I have to notify EPA about abatement activities?

A certified firm must notify EPA at least five business days prior to conducting lead-based paint abatement activities, with one exception. When abatement activities are required in response to either an Elevated Blood Lead Level determination or emergency abatement order, notice must be provided no later than the day abatement activities began. In addition, a the firm must notify EPA of any of the following changes to the original notice:

Can I submit notifications of abatement and renovation training online?

Yes, EPA's Central Data Exchange (CDX) makes it easy to submit lead abatement and renovation training notices electronically. It's fast and it's free. So, skip the paperwork and fax machines, save a stamp, and register to use CDX today.

To register for CDX, you'll need a customer retrieval key, which you can obtain by calling our helpdesk at 1-888-890-1995. Once you have the customer retrieval key, go to the CDX website and complete your registration.

Are there sample forms that I can use?

Yes, sample forms are available to facilitate the notification process. These forms are fillable and can be completed at your computer, or printed and completed by hand. Other forms are also acceptable if all of the required information is included.

Do the notification requirements for abatement apply everywhere?

No, these requirements only apply in those States and Indian country without authorized lead programs. Do the training notification requirements apply everywhere?

Yes, if the training is provided by an EPA accredited trainer, and would lead to Federal certification (even if it was provided in an authorized State), then the trainer must comply with EPA's regulations. This includes the requirement that the training provider notify EPA before and after conducting the course.
