- Olympic Region Clean Air Agency (ORCAA) is the local air regulatory agency charged with administering the Washington Clean Air Act in six counties of western Washington (Thurston, Mason, Jefferson, Grays Harbor, and Pacific). ORCAA issues air permits and periodically inspects landfills to evaluate compliance with applicable state and federal air regulations. ORCAA's mission is to improve air quality and reduce greenhouse gas emissions. To this end, ORCAA actively works with regulated sources to help establish and promote more efficient, clean technologies.
