This public notice is issued by the U.S. Environmental Protection Agency, Region 7 (EPA). EPA is seeking comments on the proposed renewal of an NPDES permit, under Section 405 of the Clean Water Act (CWA), for a Class A Biosolids composting operation at St. Louis Composting – Pacific.

BACKGROUND: NPDES permits for biosolids composting operations producing Class A Biosolids are issued under Section 405 of the CWA, 33 U.S.C. Section 1251, subject to certain pollutant limitations as well as pathogen and vector reduction requirements specified in 40 Code of Federal Regulations (CFR) Part 503. This permit complies with 40 CFR Part 503 requirements and does not authorize any discharges of biosolids composting products or byproducts from the facility.
Class A Biosolids are processed to a very high level, so they can be safely distributed for public use in parks, gardens, etc. The composting of biosolids at this facility will be conducted using the Harvest Quest Process. This NPDES permit will apply only to the biosolids composting operation producing Class A Biosolids products. Non-biosolids composting operations at the facility are covered by the State of Missouri DNR General Permit No. MOG920008. The facility is also covered under a landfill license issued by St. Louis County, Missouri (License No. 0455).
Based on information provided to EPA by St. Louis Composting – Pacific, and application of pertinent statutes, regulations and standards, EPA proposes to reissue Permit No. MO-0138908, pursuant to Section 405 of the CWA, 33 U.S.C. Section 1251.
PROPOSED NPDES PERMIT: The proposed permit would allow operations that produce Class A Biosolids, composted using the Harvest Quest Process, to be safely distributed for public use in parks, gardens, etc. The proposed permit includes pollutant limitations as well as pathogen and vector reduction requirements specified in 40 CFR Part 503 (Standards for the Use or Disposal of Sewage Sludge).
