EPA’s National Risk Management Laboratory, in conjunction with Louisiana’s Jefferson Parish Environmental and Development Control Department, has developed a handbook to provide state and local governments with the steps needed to design, employ, and maintain water quality monitoring, data delivery, and communications systems. This handbook was developed for EPA's Environmental Monitoring for Public Access and Community Tracking (EMPACT) program. The program takes advantage of both remote sampling and remote sensing (satellite) data to provide water quality information to Jefferson Parish, Louisiana, in near real-time.
