International interest in verification is growing. In addition to the U.S., Canada, Denmark, the European Union (EU), Japan, Korea, and the Philippines have developed pilot or fully operating verification programs. Bangladesh, India, Singapore, and other countries have also expressed an interest in developing verification programs. China anticipates it will have a program in 2015.
U.S. ETV has helped foster the development of many of these programs by holding workshops and sharing information about the U.S. program—its structure, operating values, outcomes, and lessons learned. ETV has also searched for opportunities to work collaboratively with these programs, in the short- and long-term. In addition to raising the international relevance of the U.S. ETV Program’s efforts, collaborations with programs in other countries could reduce or eliminate duplicative efforts and allow EPA to leverage its resources and skills to meet shared environmental goals. Program harmonization could also help verified vendors access international marketplaces more efficiently.
The ETV Program has hosted and participated in international workshops, meetings, and forums on verification, and is a founding member of the International Working Group on Environmental Technology Verification (IWG-ETV) with Canada and the European Commission to develop a common approach to verification so that, in time, participating countries are able to mutually recognize each others’ programs and products. Due to a lack of resources, US ETV suspended its participation in the IWG-ETV in September, 2010. The European Commission will launch the European Environmental Technology Verification (ETV) pre-program in the Summer 2011. The EU ETV pre-program will address two to three broad environmental technology areas and will operate out of four volunteering member states in parallel with ETV programs in other countries.
ETV has also verified over 40 technologies developed and marketed by vendors with headquarters located outside the U.S. (PDF)

The ETV Advanced Monitoring Systems Center conducted the following joint projects: (1) verified a passive groundwater sampler with the Nordic Water Technology Center (2) published a joint test plan with ETV Canada for a helicopter-mounted leak detection technology for ethane and methane (on ETV website); (3) trilaterally verified two wastewater rapid toxicity technologies with the Danish ETV program (DanETV) and ETV Canada under Europe’s AdvanceETV; (4) investigated possible trilateral verification of coliform detection technologies with DanETV and ETV Canada; and (5) began collaboration with ETV Canada to jointly verify leak detection technologies for biofuels in underground storage tanks.
In September, U.S. ETV suspended its efforts in the international ETV workgroup due to resource constraints. |
