Synopsis for Solicitation No.: PR-HQ-10-10020
The United States Environmental Protection Agency (EPA) is currently posting a synopsis for an upcoming solicitation for a requirement to support the Office of Pesticide Programs (OPP) Environmental Fate and Effects Division (EFED) for activities supporting the Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA) and the Federal Food, Drug and Cosmetic Act (FFDCA). Specifically, support is required in four general areas: reviewing and evaluating studies provided by registrants or found in open literature searches; producing assessments; reviewing submitted risk assessments; and developing or improving risk assessment methods. In addition support is required to provide training for EPA staff on issues related to the science and methods of risk assessment. Workshop organization and facilitation will also be required. Although capability in all of these areas is required, the primary focus of the contract will be on the evaluation of studies.
It is anticipated that the solicitation will be available on or about May 11, 2010. Proposals will be due approximately 30 days after the solicitation becomes available. The proposed requirement is a total small business set-aside. The contractor shall be prepared to provide scientific/technical support for EPA activities in furtherance of the Agency's primary mission, the protection of human health and the environment. The PWS falls under the North American Industry Classification System (NAICS) code 541620 and the applicable size standard is $7.0 million.
The resultant contract is anticipated to be Cost Plus Fixed Fee with a 12-month base period and the possibility of four 12-month option periods. Work may be ordered through the issuance of work assignments. The contractor shall provide all personnel, materials, and equipment necessary to perform the PWS.
The contractor is required to comply with Federal Acquisition Regulation (FAR) clause 52.219-14 Limitations on Subcontracting (Dec. 1998). Small Businesses must sufficiently demonstrate the ability to perform at least 50% of the cost associated with labor of any resultant contract and more specifically capability in the technical aspects of performing under a government contract.
In order to be awarded a contract under this requirement, a contractor and any sub-contractors who will possibly require access to FIFRA confidential business information (CBI) must have the ability to receive and maintain FIFRA clearance. In addition, the contractor must demonstrate their ability to obtain FIFRA clearance. This is a sources sought synopsis only. This is not a solicitation announcement. No contract will be awarded from this notice. No reimbursement will be made for any cost associated with providing information in response to this notice. The proposed requirement mentioned herein is being considered for Small Businesses, Small Disadvantaged Businesses, 8(a) Businesses, Women-Owned Small Businesses, Service Disabled Veteran-Owned Small Businesses, Veteran-Owned Small Businesses, and Hub-zone Certified Small Businesses (from this point forward in this notice reference will be made to “Small Businesses”). The government will use responses to this sources sought notice to make appropriate acquisition decisions. The Headquarters Procurement Operations Division (HPOD), Office of Acquisition Management (OAM) is currently seeking Small Businesses that can perform the requirements of the Performance Work Statement (PWS). The contractor shall be prepared to provide scientific/technical support for EPA activities in furtherance of the Agency's primary mission, the protection of human health and the environment. The PWS falls under the North American Industry Classification System (NAICS) code 541620 and the applicable size standard is $7.0 million. Interested firms must demonstrate in their qualifications statement that they are qualified to perform the PWS tasks under this NAICS code.
In order to be awarded a contract under this requirement, a contractor and any sub-contractors who will possibly require access to FIFRA confidential business information (CBI) must have the ability to receive and maintain FIFRA clearance. In addition, the contractor must demonstrate their ability to obtain FIFRA clearance.
In addition, the contractor is required to comply with Federal Acquisition Regulation (FAR) clause 52.219-14 Limitations on Subcontracting (Dec. 1998). In the response to the sources sought, Small Businesses must sufficiently demonstrate the ability to perform at least 50% of the cost of any resultant contract and more specifically capability in the technical aspects of performing under a government contract.
Furthermore, upon commencement of the contract the awardee must submit a Quality Management Plan (QMP). The QMP will document how the organization structures its quality system and describe its quality policies and procedures, criteria for and areas of application, as well as roles, responsibilities, and authorities. The Plan must also describe the organization's policies and procedures for implementing and assessing the effectiveness of the quality system.
