Air and Climate Programs in Africa

CURRENT PROJECTS

Phase-out of Lead in Gasoline in Sub-Saharan Africa

EPA is working with African governments and multiple partners, including the National Safety Council, the World Bank's Clean Air Initiative for Sub-Saharan Africa, UNEP, and the Alliance to End Childhood Lead Poisoning to build awareness among decision-makers and citizens about the benefits and technical issues surrounding leaded gasoline phase-out. We are working with particular countries as they develop national action plans to eliminate lead from gasoline supplies, and with funding from USAID's Africa Trade and Investment Program we will provide technical support to South Africa's refineries as they make the transition to unleaded gasoline.

Characterizing Emissions in Transport Sector in Africa

USEPA plans to work with at least one large African city to develop an accurate vehicle emissions inventory, using a newly developed model designed for developing countries. Emissions to be measured include criteria air pollutants as well as GHG emissions. This information will be critical in the development of baselines to measure future project achievements as well as in the design of efficient and effective transport/public health strategies. This work will be coordinated with a larger USEPA effort to encourage the phase-out of lead in gasoline, which is a necessary first step in any vehicle emissions/vehicle efficiency program. We are partnering with the Unvirsity of California - Riverside as well as UNEP and UNCHS on this effort.

International Cleaner Production Cooperative and Information for Africa Climate Technology Transfer (iACTT)

EPA's Office of International Affairs has funded the development of an Africa site on the Internet-based International Cleaner Production Cooperative. This site will allow practitioners in Africa to have ready access to information on pollution prevention and energy efficiency directly applicable to their industries, including case studies. As the network of Africa cleaner production professionals grows, we hope to build Africa-specific information into tdhis site and conduct further outreach on cleaner production. In addition, OIA is working with partners in Africa to design a climate-specific network and tools for Africa that will maximize the use of the Cooperative and other on-line resources in building capacity to address climate change in Africa.

In addition to these projects, EPA coordinates a large portfolio of projects with South Africa that now includes work to assess the economic and public health benefits of reducing greenhouse gas emissions.
