History of EPA's Collaboration with China

For over a decade, EPA and China have engaged in a wide range of cooperative activities with China.
Much of this cooperation focuses on climate change, in coordination with China’s National Development and Reform Commission (NDRC)
and its affiliates. Additionally, EPA’s engagement with China includes a much broader cooperative effort with China’s Ministry of Environmental Protection (MEP). ![]()
The 2003 Memorandum of Understanding between EPA and MEP (10 pp, 375 K, About PDF Files) created a framework for collaboration based on the following 5 annexes:
- Air pollution
- Water pollution
- Pollution from persistent organic pollutants (POPs) and other toxics
- Hazardous and solid waste
- The development, implementation and enforcement of environmental law
Other relevant agreements between the EPA and China include:
- The Asia Pacific Partnership on Clean Development & Climate (APP).
Under the APP, EPA has been the lead or co-lead on 5 of the 8 sectoral task forces. The Partnership has been an effective mechanism for addressing energy efficiency and GHG emissions.
- EPA MOU with the Chinese Ministry of Science & Technology (MOST),
signed in 2006. EPA’s MOU with MOST also provides an avenue for scientific and technical cooperation on environmental protection, including collaboration on energy and transportation pollution control technologies.
