Semiannual Report to Congress - October 1, 1997- March 31, 1998
This semi-annual report is available electronically in the Adobe Acrobat 3.0 format, which allows it to be viewed as it appears in its printed form. If you do not have the Adobe Acrobat viewer, you can go to Adobe's home page 
and download it free of charge, along with instructions on how to set it up.
Please read the following instructions on how to view the Semiannual report:
To decrease the amount of time it takes for the report to load and be viewed, we have divided it into several linked files. In order to view the report:
- Launch it by clicking on the Semiannual Report to Congress link below.
- Once the Acrobat Reader has launched, click on the 2nd button from the left (displays both bookmarks and the page).
- The left side of the screen contains bookmarks to this portion of the report. In order to navigate to other portions of the report, Click on the "Contents" bookmark.
- Displayed on the right side of your screen is text surrounded by blue boxes; these are links to other portions of the report. Click on these blue boxes to get to those sections of the report. It may take a few moments to launch.
- Once you have viewed each section of the report, you can return to the "Contents" list by clicking on the "Goes to Previous View" button.
