U.S. Environmental Protection Agency Office of Mobile Sources February 5, 1996 updated 12/17/98 TO: PART5 Users Attached is the agenda from the PART5 Workshop given in Denver, Colorado on November 8, 1995. The handouts of all presentations are available on the web at http://www.epa.gov/oms/models/part5.htm. Also attached is the PART5 Workshop participants needs and recommendations, which were given during the wrap-up session of the workshop. We will try to place emphasis on these items as further developments and improvements are made to the model. We welcome any comments from PART5 model users on aspects of the model that you consider important for review and/or development. Agenda PART5 Workshop - November 8, 1995 USEPA Region VIII 999 18th Street, Suite 500 Denver, Colorado 9:00 * PART5/Exhaust, Brake & Tire-Wear Connie Radwan - What it does, how it works; inputs, sensitivities - How it differs from old model - Development of tailpipe, brake-wear and tire-wear particulate emission factors 10:15 Break 10:30 * Fugitive Dust Ron Myers - Describe how algorithms in AP42 were developed and explain when they should be used - Inputs to PART5 model - Guidance on selecting silt loading - Future work and schedules, impact on PM10 and PM2.5 - Schedule for changes or potential changes for PM10 12:00 Lunch 1:00 * Conformity Kathryn Sargeant - How does use of PART5 affect ability to stay within SIP PM10 budget? - Discussion of how previous SIPs were calculated - When must PART5 be used for conformity? (grace period) 2:00 * Wrap-up: - Summaries - Follow-ups PART5 Workshop - November 8, 1995 Workshop Participant Needs and Recommendations: Exhaust Emission Factor Issues: - Research on speed effects for diesel vehicles. - Research on high altitude effects for heavy duty diesel vehicles. Fugitive Dust Issues: - As we do more fugitive dust studies, we should consider a broad range of sites (i.e. include the east). - Encourage research on determination of the sources of re-entrained dust (i.e. sand, tire- wear, etc). - Concern with the paved dust algorithm weight range, particularly the high range. - Climate impact on fugitive dust emission factors. - Evaluate trade-offs from calculating fugitive dust emission factors based on intersections vs. roadway segments. User Guide Suggestions: - Emphasize importance of local silt loading in PART5 User's Guide and guidance. - Reference and/or link the input variables in the PART5 User's Guide with the AP42. - Have project level example analysis in the User's Guide. - Make the User's Guide more user-friendly. - Metric output option.
