Pesticide News Story: Improving Regulation and Regulatory Review -- Conference Call with Pesticide Program Dialogue Committee (public invited to listen)

The President signed an Executive Order in January directing each Federal agency to consider “how best to promote retrospective analysis of rules that may be outmoded, ineffective, insufficient, or excessively burdensome.” Every government agency, including the Environmental Protection Agency, is being asked to develop “a preliminary plan, consistent with law and its resources and regulatory priorities, under which the agency will periodically review its existing significant regulations to determine whether such regulations should be modified, streamlined, expanded or repealed to make the agency’s regulatory program more effective and/or less burdensome in achieving its regulatory objectives.” The public is being invited to offer input on Agency regulations through multiple forums. Individuals or groups may submit comments either on-line, until March 20, or by participating in a public meeting chaired by Administrator Jackson in Arlington, VA, on March 14th. The Administrator plans to provide the public with a retrospective review plan by late May 2011.
In addition, the Administrator has asked EPA's program offices to provide additional opportunities for comment. Therefore, we have scheduled a conference call with the PPDC as a way to get feedback from our stakeholder community regarding existing pesticide rules, those under development, and areas for possible future regulatory activity. PPDC members are being asked to include an explanation as to why they believe a regulation should be modified, streamlined, expanded, or repealed, with supporting data, and suggestions on how we can better achieve the regulatory program’s objective. The information we receive will be incorporated in the Agency’s broader review.
