Greenhouse Gas Reporting Program Reporting Forms and Instructions

This page contains reporting forms and instructions for Subparts LL (Suppliers of Coal-based Liquid Fuels) and MM (Suppliers of Petroleum Products) of the Greenhouse Gas Reporting Rule. Registration and reporting for other subparts must be through e-GGRT (http://www.epa.gov/climatechange/emissions/data-reporting-system.html).

How to submit:

These reports are to be submitted electronically via EPA's Central Data Exchange (CDX).

To register a user, company, or facility for the GHG Reporting Program (Subparts LL and MM only), please visit our Fuels Programs Registration page. Note that registration, including assignment of the designated representative and any alternate designated representative, must be completed at least 60 days before the reporting deadline. Delegation by designated representative and alternate designated representative per 40 CFR 98.4(m) may be submitted at any time.

When to submit:

Reports are due annually. For reporting year 2011, reports must be submitted no later than April 2, 2012. For reporting year 2010, reports must have been submitted no later than September 30, 2011.

What to submit:

Note: New reporting forms are posted for the 2011 compliance year below. Use only 2011 reporting forms for the 2011 compliance year. Use the 2010 reporting forms if resubmitting data for the 2010 compliance year.

For the 2011 compliance year, all parties required to report under Subpart LL or MM must submit EPA Forms GHG0101, GHG0201, GHG0301 and GHG0601. Refineries must additionally submit Form GHG0501. Parties reporting on blended products that do not contain biomass who choose to report under 40 CFR 98.396(d) may submit Form GHG0401 for those products.

For the 2010 compliance year, all parties required to report under Subpart LL or MM must submit EPA Forms GHG0100, GHG0200, GHG0300 and GHG0600. Refineries must additionally submit Form GHG0500. Parties reporting on blended products that do not contain biomass who choose to report under 40 CFR 98.396(d) may submit Form GHG0400 for those products.

A single row in a spreadsheet is considered a single report (e.g. a GHG0101 form for butane). More than one report (for example, five GHG0101 forms, five GHG0201 forms, one GHG0301 form, and one GHG0601 form) may be on a single worksheet (e.g. on the same tab in Excel). So a single worksheet may contain a complete submission for subpart LL and/or MM for a single reporter. Note that only one tab in spreadsheet may be used, but multiple files (e.g. multiple Excel files) may be submitted.

These reports are to be submitted via EPA's Central Data Exchange (CDX) or via mail. To register for a CDX user account or to register a company or facility for the RFS program, please visit our Fuels Programs Registration page.

Alternative Filing Procedure

If your company has not completely set up a CDX account at least one month before the report filing deadline, you may mail your reports using the following procedure:

  1. Place all report files on electronic media (e.g. CD-ROM, flash drive, etc.).
  2. Provide a cover letter on company letter head that contains the following statement and reporting data:
    • “I am authorized to make this submission on behalf of the owners and operators of the facility or supplier, as applicable, for which the submission is made. I certify under penalty of law that I have personally examined, and am familiar with, the statements and information submitted in this document and all its attachments. Based on my inquiry of those individuals with primary responsibility for obtaining the information, I certify that the statements and information are to the best of my knowledge and belief true, accurate, and complete. I am aware that there are significant penalties for submitting false statements and information or omitting required statements and information, including the possibility of fine or imprisonment.”
    • Report IDs and associated reporting year being submitted

The letter must be signed with a wet ink signature by the Designated Representative, Alternate Designated Representative or Agent (delegated per 98.4(m)(2)). Please send your submission to one of the following addresses. When using a commercial delivery service, do not use the U.S. mail address (or vice versa) as your mail will be delayed, may be returned to you, or may even never arrive at our offices.

Be aware that sending forms via US Mail will require an irradiation process and could possibly delay delivery. If your submission is damaged in the mail, you will be required to resubmit your reports. You may use CDX to resubmit to avoid extra mailing costs.

The above alternative filing procedure is not intended to be a permanent reporting option. Those companies are urged to sign up for CDX.
