Best Practices in Research and Development Prioritization, Management, and Evaluation: A Science of Science Policy Workshop
Background:
The Executive Office of the President through the Office of Science and Technology Policy is fostering a Science of Science Policy (SoSP) community to better understand the efficacy and impact of federal R&D investments. In December 2008, over 200 people gathered to discuss the Science of Science Policy: A Federal Research Roadmap (PDF) (52pp, 3.75MB, About PDF) and begin a dialogue between academic researchers and federal practitioners. The second Science of Science Policy Workshop will continue this dialogue and delve into the issues surrounding performance management of federal research and development portfolios.
Goals:
- Share current practices in federal R&D prioritization, management, and evaluation;
- Examine methods to set federal research priorities and strategic directions;
- Explore how metrics are used to improve federal R&D efficiency;
- Identify ways research evaluations can inform current and future R&D decisions;
- Engage with the broader science of science policy community to improve federal R&D decision processes.
Key questions:
- How do federal science and technology agencies systematically identify and prioritize research and development alternatives? How can these processes be strengthened?
- How can research-performance metrics be used to improve research efficiency? How can these metrics be improved?
- How do research-performance evaluations inform and improve R&D investment decisions? How can these feedback loops be reinforced?
Best Practices:
The overarching goal of this workshop is to share current practices in federal R&D prioritization, management, and evaluation. To this end 27 speakers and panelists, representing 20 federal agencies, offices, and institutions, and 30+ posters presenters, representing 25+ agencies and institutions, will be sharing their Best Practices and experience, including:
