Michael began his career with the EPA in Washington, DC in 1986 working as an Environmental Scientist in the Office of Water developing Ambient Water Quality Criteria documents and in the Office of Drinking Water developing documents in support of Drinking Water Standards. In 1988, he transferred to EPA Region 6 in Dallas, Texas to initiate a whole effluent toxicity program in the NPDES permits. In 1994, Michael was selected for an ORD Regional Exchange Program (currently the Regional Research Partnership Program) research assignment (7/94 - 12/94) at the ORD Gulf Ecology Division Laboratory in Gulf Breeze, FL, where he conducted estuarine toxicity testing and ecological risk assessment research. From 1995 until 2001, he served as an R6 toxicologist, performing and reviewing human health and ecological risk assessments in the RCRA program. During the summer of 1998, Michael accepted a summer teaching assignment in Pzyctok, Poland with the Kosciuszko Foundation Teaching English in Poland Program in cooperation with the United Nations Education Science and Cultural Organization (UNESCO) and the Polish National Ministry of Education.

In 2001, Michael worked as an Environmental Scientist in Region 6 Air Planning Program. He developed and implemented innovative national voluntary air quality programs (Ozone Flex and 8-Hr Ozone Compact Programs) designed to work with local communities to reduce emissions of ozone precursors. He served as the technical lead for promulgating designations for the 8-hour ozone. From 2004 to 2006, he served as the Team Leader for the Total Maximum Daily Load (TMDL) Program in the NPDES Branch of the Water Quality Protection Division.

From 2006 - 2008, Michael served as Lead Region Coordinator for OAR, coordinating administrative, budget, policy and programmatic activities between the Regional Air Division Directors, the Office of Air and Radiation management and Air Program Offices. In the fall of 2008, Michael accepted the position of Regional Science Liaison in Region 6 where he oversees regional research projects and leads the Region 6 Regional Science Council.

Michael received his B.S. degree in Biology from the Stephen F. Austin State University (SFASU) in 1979. After working as a chemist for several years, he returned to SFASU where he received his M.S. degree in Aquatic Biology in 1985. In 1997, Michael received his Ph.D. in Environmental Sciences from the University of North Texas.
