This page provides access to information on funding opportunities available in EPA's Office of Solid Waste and Emergency Response (OSWER). In support of EPA's policy initiative to encourage competition in the award of grants, cooperative agreements, and other assistance agreement vehicles, OSWER requires that all discretionary funding opportunities subject to the Agency's competition policy be published on this site. We encourage you to bookmark this page and visit regularly. OSWER grant and other funding opportunities will be posted as they become available.

This site offers information on assistance agreement (i.e., grants, cooperative agreements, etc.) opportunities only. For a detailed listing of OSWER contracting opportunities, please refer to the EPA Acquisition Forecast Database.

Proposal Guidelines For Brownfields Assessment Grants

The Small Business Liability Relief and Brownfields Revitalization Act ("Brownfields Law", P.L. 107-118) requires the U.S. Environmental Protection Agency (EPA) to publish guidance to assist applicants in preparing proposals for grants to assess and clean up brownfield sites. EPA's Brownfields Program provides funds to empower states, communities, tribes, and nonprofits to prevent, inventory, assess, clean up, and reuse brownfield sites. EPA provides brownfields funding for three types of grants: (1) Brownfields Assessment Grants - provides funds to inventory, characterize, assess, and conduct planning (including cleanup planning) and community involvement related to brownfield sites; (2) Brownfields Revolving Loan Fund (RLF) Grants – provides funds for a grant recipient to capitalize a revolving fund and to make loans and provide subgrants to carry out cleanup activities at brownfield sites and: (3) Brownfields Cleanup Grants - provides funds to carry out cleanup activities at a specific brownfield site owned by the applicant. Under these guidelines, EPA is seeking proposals for Assessment Grants only.

FY10 Guidelines For Brownfields Job Training Grants

The Small Business Liability Relief and Brownfields Revitalization Act ("Brownfields Law", P.L. 107-118) requires the U.S. Environmental Protection Agency (EPA) to publish guidance to assist applicants in preparing proposals for grants. This notice announces the availability of funds and solicits proposals from eligible entities, including non-profit organizations to deliver environmental job training. Applicants must propose to serve a community that currently receives, or has received, financial assistance from EPA for a brownfields assessment, revolving loan fund, or cleanup grant, a targeted brownfield assessment, and/or site-specific brownfields work carried out under a state or tribal response program.

Office of Underground Storage Tanks

RFP# EPA-OSWER-OUST-10-01 - Closing Date: December 28, 2009
Implementation of the Compliance/Prevention Underground Storage Tank Program

This notice announces the availability of funds and solicits proposals from public authorities (state, interstate, intrastate, agencies designated by States or Territorial Governors to receive UST notifications, federally-recognized Tribes and Intertribal Consortia, and local), public agencies and institutions; private non-profit organizations and agencies that meet the eligibility requirements of Section 8001(a) and (b) of the Solid Waste Disposal Act. The purpose of the assistance agreement to be awarded under this RFP is to promote and stimulate information exchange among state underground storage tank (UST) program officials, other state officials actively or potentially involved in the management of USTs, and EPA officials. This information exchange will foster resolution of UST compliance and implementation issues, post-cleanup petroleum brownfield issues and identify emerging issues that are at both state and federal levels. Please note that funding under this announcement is not available for research, training or technical assistance for pre-cleanup and cleanup activities at petroleum brownfields sites that EPA funds under section 104(k)(6) of the Comprehensive Environmental Response, Compensation and Liability Act.
