Presidential Announcements and Stakeholder Commitment Letters
This Web page provides links to Presidential announcements related to EPA’s greenhouse gas emissions standards and NHTSA’s fuel efficiency standards for cars and trucks. This page also provides links to letters of commitment received by the agencies from stakeholders at important milestones in the rulemaking process, and which are associated with Presidential announcements.
May 2009 Presidential Announcement and Stakeholder Commitment Letters
In May 2009, President Obama announced a national policy that will reduce greenhouse gas emissions and improve fuel economy for all new cars and trucks sold in the United States. Following that announcement, EPA and the Department of Transportation issued a Notice stating that the two agencies would work together to establish national vehicle greenhouse gas and fuel economy standards for Model Year 2012-2016 passenger vehicles.

May 2010 Presidential Announcement, Memorandum, and Stakeholder Commitment Letters
In May 2010, President Obama requested that EPA and NHTSA take additional coordinated steps to produce a new generation of clean vehicles. Following that announcement, EPA and the Department of Transportation announced they would work together to develop a program to improve fuel efficiency and reduce GHG emissions for commercial trucks, and adopt a second-phase of GHG and fuel economy standards for passenger vehicles.

July 2011 Presidential Announcement and Stakeholder Commitment Letters
In July 2011, President Obama announced a historic agreement with major automakers and other stakeholders, on fuel efficiency goals for the next phase of light-duty GHG and CAFE standards.
