Renewable Fuel Standard: Importers
See Title 40 CFR §80.1450 (c) for a full description of the registration requirements. This page is intended to be used in conjunction with the regulations and should not be used in lieu of reading the regulations.
Definition of an Importer of transportation or renewable fuel as found in §80.1401:
An importer of transportation or renewable fuel is any party who brings transportation or renewable fuel into the 48 contiguous states of the United States or Hawaii, from a foreign country or from an area that has not opted in to the program requirements of this subpart pursuant to Section 80.1445; and any party who brings transportation fuel or renewable fuel into an area that has opted in to the program requirements of this subpart pursuant to Title 40 CFR § 80.1443.
Importers must provide EPA with information specified in Title 40 CFR §80.76, if the information has not been provided already and must receive an EPA issued company identification number prior to owning any RINs.
Registration information must be submitted and accepted by the EPA by July 1 or 60 days prior to engaging in any transaction involving RINs, whichever is later.

- Facility information to include
- Name
- Physical location of facility
- Contact name
- Telephone number
- Type of facility
- Petroleum Administration for Defense Districts (PADD) number
- Whether records are kept on-site or off-site
- If records are kept off-site, please provide the primary off-site storage:
- Facility name
- Physical location
- Contact name
- Telephone number

Updated registration information must be submitted to EPA within thirty (30) days of when the registration information previously supplied becomes incomplete or inaccurate.
