Renewable Fuel Standard Reporting Forms

Renewable fuel producers and importers, gasoline refiners and importers, diesel refiners and importers, renewable fuel marketers, and other parties involved in the Renewable Fuel Standard program (RFS) are required to submit reports to EPA for all activity relating to Renewable Identification Number, or RIN, transactions.
Additionally, parties who own RINs must submit transactional information to the EPA Moderated Transaction System (EMTS) within 5 business days. For more information, please visit the EMTS web pages.
This page contains reporting forms and instructions for the Renewable Fuel Standard (RFS2) program (40 CFR 80 Subpart M) and RFS1 (40 CFR 80 Subpart K). Any party that generates or owns RINs in a calendar quarter must report to EPA for that quarter.
Please also note attest engagements requirements for RFS2 as required under 40 CFR Part 80 Subparts F, K and M. For more information please see the RFS2 Attest Engagements web page.
How to submit:
These reports are to be submitted electronically via EPA's Central Data Exchange (CDX) through the OTAQDCFuel application.

When to submit:
Quarterly reports (RFS0104, RFS0201, RFS0601, RFS0701, RFS0801 EMTS Transaction, EMTS Generation) are due within 2 months of the end of the calendar quarter.
The RFS2 Annual Compliance Report (RFS0303) is due by February 28 following the compliance year.
The Production Outlook Report (RFS0901) is due by June 1 of each year.
What to submit:
There are two sets of reporting instructions and templates on this webpage, RFS1 (Subpart K) and RFS2 (Subpart M). Starting July 1, 2010, parties must submit all RIN related activity on the RFS2 reports under 40 CFR Subpart M. The RFS1 reports will remain on this page for any resubmission by parties.

EPA has developed the following guidance document to assist those parties who are eligible to generate delayed RINs pursuant to 40 CFR 80.1426(g) in the Supplemental Determination for Renewable Fuels Produced Under the Final RFS2 Program from Canola Oil found on the RFS Regulations and Standards webpage.

RFS2 Report Instructions and Templates
EPA has updated the RFS2 Activity report (RFS0102 and RFS0103, now RFS0104), RFS2 Co-products Report (RFS0700, now RFS0701), RFS2 Renewable Biomass Report (RFS0800, now RFS0801), RFS2 Production Outlook Report instructions (RFS0900, now RFS0901), and the Annual Compliance Report for (RFS0301, RFS0302 for 2011 and RFS0303 for 2012) for all original and resubmission of reports for compliance year 2013.

For all RIN activity with a transaction date in Q3 and Q4 2010, parties must use forms RFS0101, RFS0700, and RFS0800 for all resubmission of reports in the appropriate compliance period. For all RIN activity with a transaction date in Q1 2011, parties must use forms RFSA101 for all resubmission of reports in the appropriate compliance period.
