Renewable Fuel Standard: Parties who own or who intend to own RINs

See Title 40 CFR §80.1450 (e) for a full description of the registration requirements. This page is intended to be used in conjunction with the regulations and should not be used in lieu of reading the regulations.

Parties must provide EPA with information under Title 40 CFR §80.76, if the information has not been provided already and must receive an EPA issued company identification number prior to owning any RINs.

Registration information must be submitted to EPA at least 30 days prior to engaging in any transaction involving RINs.

A company that intends to own RINs but that is not otherwise required to register under Title 40 CFR part 80 may select only the Renewable Fuel Standard program type and RIN Owner business activity. Any registrations that have improper program and/ or activity selections will be automatically denied and companies will need to resubmit. Please note, oxygenate blender and transmix are specific to other fuels programs and are not valid selections for the Renewable Fuel Standard.

Updated registration information should be submitted to EPA within thirty (30) days of when the registration information previously supplied becomes incomplete or inaccurate.
