The EPA model, MOBILE6, will use the existing
MOBILE5 temperature correction factors.
However, they will be applied separately
to cold start, hot start, and running LA4
emissions rather than weighted together into an
overall FTP correction using the operating mode
temperature correction factor inputs as in
MOBILE5. The document describes how the MOBILE5
temperature corrections are applied to to
exhaust running and engine start emission rates.
The document also describes the methodology and 
data used to update the effects of the Phase 1 
cold temperature CO emission standard.
