EMTS Conversion Tool, RFS Report Checker & RIN Inventory

EPA has created two tools to assist RFS1 reporting and one tool to assist EMTS transactions.

The first RFS1 tool, RFS Report Checker, will help reporting parties identify and fix common reporting errors prior to report submission.
The second RFS1 tool, RIN Inventory, will help reporting parties keep track of quarterly purchases, sales, and retirements to prepare for the RFS0100 report. EPA designed these tools in an effort to reduce the number of resubmittals EPA receives for RFS Reports.
The EMTS Conversion Tool (ECT) will convert files created from a set of EPA-defined Excel templates into XML files that conform to the EMTS Schema.

Note: These compliance tools were created to help identify common reporting errors and support the switch to XML. However, the use of these tools in no way guarantees that reports will not have to be resubmitted or that your XML will be valid. Using these tools does not protect against violations. Both the RFS Report Checker and the RIN Inventory tools contain macros. If you are uncomfortable using macros or your company has a policy against opening files that contain macros, then do not use these two tools. The EMTS Conversion Tool requires that you have permission to install a program. Please consult your IT department if you have permission issues installing the program.

RFS Report Checker

This tool, known as "The Report Checker V2" is an Excel utility that scans report data for common formatting errors. When the tool finds errors it alerts the user to problems by turning the report yellow and the data red. The Report Checker V2 also provides helpful error messages in each errant cell. The Report Checker V2 is easy to use; simply copy and paste report data into the utility, and press the "Run Report Checker V2" button. Instructions for The Report Checker V2 are included in the attached file.

Please note this is version 2 of The Report Checker. If you requested version 1 which was provided through Enviroflash, please download version 2. Version 2 has some additional functionality including a comparison of your RFS0100 and RFS0200 RIN totals.

Note: There are limitations with the current version of the Report Checker. The current Report Checker does not:

Search for duplicate RINs.

Plan to introduce improved versions of the Report Checker in the future.

RIN Inventory

The RIN Inventory will also assist reducing the number of resubmittals. The RIN Inventory will help keep track of your quarterly purchases, sales and retirements to prepare for the RFS0100 report.

A few Dos and Don'ts:

Do not submit the report checker with report data to EPA. Copy corrected data back into a separate spreadsheet for submittal.
Do not, if using a spreadsheet to submit reports, put the reports in separate tabs, only use one tab.
Do submit all reports in same spreadsheet (on a single tab), or text file. This means the RFS0100 and RFS0200 reports may be combined in the same file/worksheet.
Do sign-up for CDX to submit reports on-line rather than through the mail (follow the instructions on: http://epa.gov/otaq/regs/fuels/fuelsregistration.htm).

EMTS Conversion Tool

The EMTS Conversion Tool (ECT) is a small program that allows you to convert EPA-defined RFS2 Excel templates into XML that will validate against the EMTS Schema. EPA-defined templates are also available upon request. The ECT and the templates are currently only available for Beta Testers. For more information, please check our EMTS webpage.
