This report summarizes and analyzes the PM data from Kansas City PM Characterization Study conducted in 2004 and 2005. It supplements the Eastern Research Group contractor report to EPA, which describes the details of the study and provides some preliminary research.

EPA sent a letter to California on Dec. 19, 2007, setting forth its intent to deny California’s request for a waiver of pre-emption for its GHG regulations in favor of a national solution for vehicle greenhouse-gas emissions. On December 19, 2007, President Bush signed the Energy Independence and Security Act (EISA) of 2007, which increased the volume of motor fuel products that must be renewable for 2008. We are announcing a renewable fuel standard of 7.76% for 2008, as required by EISA. Thus, obligated parties must generally ensure that 7.76% of their motor fuel products are renewable in 2008. Note that this standard supersedes the 4.66% standard that was announced on November 27, 2007.

EPA’s clean-fuel programs have exceeded expectations in reducing ozone pollutants and air toxics. A new report based on data collected from 1995 to 2005 finds emission reductions often far greater than regulatory requirements. The data were largely pulled from EPA’s reformulated gasoline and anti-dumping programs.
