1. When does the applicant submit the appropriate fee?
The Pesticide Registration Improvement Renewal Act (PRIA 2), effective on October 1, 2007, changed the fee payment process. The appropriate fee is due at application. To determine which of the 140 different types of fees you should pay, a Web site has been developed to help you identify the fee category and fee. After it receives the application, EPA will perform a screen of submitted applications. As part of that screen, the Agency will determine whether you paid the correct fee. If monies are still due to EPA, you will be billed or invoiced for the balance. A refund will be provided in case of an overpayment.

3. What additional forms must be submitted with an action that is covered by a pesticide registration service fee?
There are no additional forms or other documents required for applications covered by a pesticide registration service fee; however, to assure that the EPA can accurately match your payment to the application, a copy of the pay.gov receipt should be attached to the front of the application.

4. How long will it take before I receive a response to my application?
When EPA receives your application with documentation showing that a fee has been paid, it plans to verify that the correct fee was paid within three business days of receipt. If monies are still due, EPA will send an invoice with the amount due and payment instructions to the applicant. EPA will e-mail an acknowledgment of payment if the applicant provides an e-mail address on the application form, or will fax the acknowledgment if the applicant provides a fax number.
5. I received an invoice from the Agency in response to my application. I believe that the Agency has placed my application in the wrong category. How should I appeal this decision?
First, do not pay the fee. Instead, please submit a written response, including a rationale explaining why the application should have been placed in another fee category. The written response should be submitted to:

Once received by the Office of Pesticide Programs, your response will be forwarded to the appropriate divisional expert for review. Within 3-5 business days of the expert receiving your response, the Agency will review it. You will receive a telephone call from the Agency explaining the Agency's decision. If the Agency denies your request, you will be sent instructions on how to remit payment. If, after completing this process, you continue to disagree with the Agency's category determination for a particular application, you may appeal this decision to the division director of the appropriate regulatory division.
