Figuring out who to contact - implementation
Who to contact in Region 5 about the UIC program depends on:
- the state in which the facility is located
- the type of well (Class I, Class II, Class III, Class IV, Class V or Class VI).
- Illinois
- Two state agencies and EPA share responsibilities by well type.
- Illinois EPA regulates Class I, III, IV and V wells.
- Illinois Department of Natural Resources (DNR) regulates Class II wells.
- US EPA Region 5 regulates Class VI wells.
- Indiana
- One state agency and EPA share responsibilities by well type.
- Indiana Department of Natural Resources (DNR) regulates Class II wells.
- US EPA Region 5 regulates Class I, III, IV, V and VI wells.
- Michigan
- US EPA Region 5 regulates all six well classes in this state. The state has not applied for federal authority to run its own UIC program for any of the six well types.
- Minnesota
- US EPA Region 5 regulates all six well classes in this state. The state has not applied for federal authority to run its own UIC program for any of the six well types.
- Ohio
- Two state agencies and EPA share responsibilities by well type.
- Ohio EPA regulates Class I, IV and V wells.
- Ohio Department of Natural Resources (DNR) regulates Class II wells and, under agreement with Ohio EPA, all Class III wells.

- US EPA Region 5 regulates all six well classes on tribal lands in Michigan, Minnesota, and Wisconsin. There are no tribal lands in Illinois, Indiana, and Ohio.
- Regulation of Class V wells on tribal lands of the Mille Lacs Band of Ojibwe in Minnesota is covered under a Memorandum of Understanding with the tribe.
- Other National Partners

The EPA Region 5 Office regulates all classes of wells found on tribal lands in Michigan, Minnesota, and Wisconsin. Currently, there are no tribal lands in Illinois and Indiana. (Note: Implementation of the Class V program on the Mille Lacs Band of Ojibwe reservation in Minnesota is covered under a Memorandum of Understanding)
Mille Lacs Band of Ojibwe
The reservation for this tribe is located in the area around Mille Lacs Lake in central Minnesota, about 80 miles north of Minneapolis. This group of Native Americans is in the process of applying for Underground Injection Control primacy on their land and works jointly with the EPA by agreement on injection wells found on their land.
