NOx State Implementation Plan (SIP) Call
for the Mid-Atlantic States
- The NOx SIP Call required
22 states and the District of Columbia to submit State Implementation Plans
providing Nitrogen Oxide (NOx) emission reductions to mitigate ozone transport
in the eastern United States.
- EPA proposed that control of large electric generating units (EGUs) and
large industrial boilers (non-electric generating units, or non-EGUs) would
provide highly cost effective means for a state to meet its NOx SIP Call obligations.
EPA provided a voluntary Model Rule which states could adopt and which would
allow states to participate in the EPA-administered trading program.
- All states in the Mid-Atlantic Region chose to adopt the Model rule. EPA
approved NOx SIP rules for the District of Columbia, Delaware, Maryland, Pennsylvania,
Virginia and West Virginia.
