EPA ISSUES THE RECORD OF DECISION FOR THE ELIZABETHTOWN LANDFILL SUPERFUND SITE
On Wednesday, October 1, 1997, the U.S. Environmental Protection Agency (EPA) issued a Record of Decision (ROD) for the Elizabethtown Landfill Superfund Site (the site) located in West Donegal Township, Lancaster County, Pennsylvania. The ROD outlines EPA's selected plan to clean up contamination at the site. EPA's chosen clean-up plan requires installing a cap on the southern area of the landfill, extracting ground water, treating ground water and leachate on-site using air stripping and carbon adsorption, and controlling air emissions.
The ROD differs from the Proposed Remedial Action Plan (Proposed Plan) presented to the public in 1995. It does not require ugrading the existing cover on the northern portion of the landfill. However, the ROD does require a predesign study of ground and surface water and quarterly monitoring of five residential wells and two public water supply wells which are located near the landfill site. These changes are based, in part, on public comments regarding EPA's 1995 Proposed Plan. EPA evaluated the selected clean-up plan using established criteria. EPA and the Commonwealth of Pennsylvania agree that the ROD is protective of human health and the environment, complies with all applicable or relevant and appropriate requirements, and uses permanent solutions or treatment technologies to the fullest extent possible.
The ROD requires:
- Installing a cap over the southern portion of the landfill;
- Monitoring water supply wells belonging to the Masonic Homes and nearby residences every three months;
- Upgrading storm water controls in the northern and southern landfill areas;
- Studying ground and surface water to evaluate the clean-up actions and gather data to find appropriate locations for ground water extraction well(s)*;
- Constructing a ground water extraction system;
- Treating contaminated ground water and leachate on-site and discharging it to Conoy Creek;
- Extending the security fence to surround the entire landfill;
- Placing deed restrictions on the landfill property to protect the cap and limit use of the property and ground water beneath the landfill;
- Monitoring ground water, surface water, sediment, and wetlands;
- Installing landfill gas and leachate management systems in the southern portion of the landfill; and
- Maintaining the cap, storm water, landfill gas, leachate, security, and other existing landfill systems.
* If the results of this study show that established clean-up levels can be met within a reasonable length of time, EPA will not use the ground water extraction and treatment system.
