Site Status
Status
- The Jarrett Welding Company, Inc. (Jarrett) facility is currently performing Interim Measures (IMs) on-site in accordance with a DEQ approved work plan. IMs include soil excavation in vicinity of former underground storage tanks (USTs) to eliminate potential risk to human health and the environment from petroleum related constituents. In addition, excavation of the impacted soil will mitigate the potential for soil to groundwater transfer as a source to groundwater contamination.
- This IM also includes the application of an oxygen releasing compound (ORC) prior to excavation backfilling activities in efforts to accelerate the biodegradation of the petroleum related constituents in groundwater. Finally, Jarrett will implement an on-going groundwater monitoring program to monitor the treatment effectiveness via groundwater constituent concentrations.
- The selection of a final remedy in accordance with the Corrective Action Program is anticipated to occur in 2012 following the completion of the IM.
Background
- The Jarrett Welding Company occupies approximately 8 acres located at 954 Goodyear Boulevard, in Danville, Virginia where various metal products (e.g., machine safety guards, catwalks and ladders, fencing, customized metal parts, etc.) were manufactured since 1978. Processes at the facility included metal cutting, drilling, machining, metal forming, grinding, welding, painting, etc. Due to the facility’s priming and painting operations, they were classified as a conditionally exempt small quantity generator (CESQG) in accordance with RCRA regulations in 2002. The facility ceased operations in 2011.
- The City of Danville Public Water Supply system provides potable water for the facility and the surrounding vicinity. The facility’s sanitary wastewater is discharged to the City of Danville’s Publicly Owned Treatment Works (POTW) sanitary sewer system. There are no drinking water wells on the facility property and approximate depth to groundwater is 15 to 20 feet below ground surface.
- On September 22, 2009, DEQ completed an evaluation of available information and issued a “YES” determination for the “Migration of Contaminated Groundwater Under Control” Environmental Indicator (EI) in accordance with the Government Performance and Results Act (GPRA).
- On September 25, 2009, DEQ completed an evaluation of available information and issued a “YES” determination for the “Current Human Exposures Under Control” EI in accordance with the GPRA.
Contaminants and Risks
- The identified contaminants of concern (COC) are petroleum related constituents including benzene, toluene, ethylbenzene, xylenes (BTEX), MTBE, and naphthalene in groundwater.
- Following excavation activities during the IM, these COCs observed in soil will no longer present a potential risk to human health and the environment.
- No impacts to air, surface water, and sediments have been identified during the environmental investigations.
