Site Facts
This parcel is located in an industrial park in Plainview, Nassau County, New York. It was operated as Three Dimensional Circuits from 1970 to 1984, manufacturing electronic circuit boards. During its operation, the site discharged metal plating solutions into an on-site leaching pool system.
Site Responsibility and Legal Instrument
This facility operated as an interim status RCRA regulated facility. NYSDEC’s Division of Environmental Remediation (DER) issued a Consent Order for a Remedial Investigation in April 1995. Site cleanup and post-remedial monitoring also were done under the jurisdiction of NYSDEC’s DER. The site was delisted in August 2004.
Potential Threats and Contaminants
Soil and groundwater were contaminated with lead and copper.
Cleanup Approach and Progress
In 1998, an Interim Remedial Measure (IRM) was undertaken to address the soil contamination. During the IRM, the leaching pools and a storm drain were excavated, backfilled with clean sand, and repaved. A Record of Decision, issued in March 2000, required groundwater monitoring for inorganic chemicals (metals) on a quarterly basis for two years. Over the duration of the groundwater monitoring program, the concentrations of copper and lead in groundwater downgradient of the former source area continued to decrease, and it eventually met the remedial goal, which was NYS Ambient Water Quality Standards for Class GA groundwater.
Final Cleanup Status or Projection
-
Final Remedy Construction (RCRAInfo database code CA550) has been achieved.
Permit Status
The facility had operated as an interim RCRA hazardous waste facility. The facility no longer exists at this location.
