Proposed Permit Released for Public Comment, Doe Run Co., Glover, Missouri
INTRODUCTION
The U.S. Environmental Protection Agency (EPA) Region 7 and the Missouri Department of Natural Resources (MDNR) invite the public to comment on the proposal to issue a Remedial Action Plan permit to Doe Run Co. The permit will allow Doe Run to treat, store, and dispose lead-contaminated remediation wastes at its Glover, Missouri, facility. The public comment period will start December 12, 2005, and end of January 26, 2006.
REMEDIAL ACTION PLAN PERMIT
The Remedial Action Plan permit will allow Doe Run to stage, sample, transport, treat, and place 20,000 tons of lead-contaminated remediation waste from its Middlebrook Railhead site in Viburnum and up to 200 tons of soil from a property in Festus, Missouri to its Glover facility.
In its permit application, Doe Run requested approval to transport waste to its Glover facility, treat soils that fail the Toxicity Characteristics Leaching Procedure test for lead, and dispose treated soils on the existing permitted Phase I Slag Repository. The treated soils will grow native grasses that will mitigate lead runoff from the existing slag.
The Remedial Action Plan permit is a permit that allows owners and operators to treat, store, and dispose hazardous remediation waste at a remediation waste management site. The permit will be issued under the authority of the Resource Conservation and Recovery Act.
The Glover facility is an inactive lead smelter. MDNR issued an emergency
permit for the temporary storage of lead-contaminated mining wastes to
Doe Run while Doe Run’s Remedial Action Plan permit application
is processed. The Glover facility also has a Missouri Metallic Minerals
Waste Management Act permit.
BACKGROUND
EPA issued a cleanup order to Doe Run to remove lead-contaminated soil
from residential yards in the Middlebrook Trailer Park area. The Middlebrook
Railhead site is a former lead concentrate loading facility in the Viburnum
Trend Lead Mining District. EPA discovered the site during an investigation
of the Viburnum Trend Haul Roads site.
The property in Festus became contaminated due to unauthorized disposal
of construction debris which contained lead slag at the site. Doe Run
has agreed to cleanup the property under the authority of MDNR’s
Voluntary Cleanup Program. Doe Run will remove the contaminated debris
that contains the highest concentrations of lead and transport it to the
Buick Smelter facility. The debris will be used in the secondary lead
smelting recovery process.

a better understanding of the activities and basis for EPA and MDNR’s

A public meeting has not been scheduled but will be held if there is public
interest and requests.
During the public comment period, anyone can request a public meeting
by writing to the EPA or MDNR contact at the addresses listed below. EPA
and MDNR will finalize the permit only after the public comment period
ends and all comments are reviewed.
