Proposed Cleanup Plan Released for Public Comment
U.S. Army Combined Arms Center and Fort Leavenworth,

INTRODUCTION
EPA Region 7 invites the public to comment on the proposed cleanup plan for nine areas of the U.S. Army Combined Arms Center and Fort Leavenworth. The public comment period will start April 4, 2005, and end June 3, 2005.
This work is addressed under the Resource Conservation and Recovery Act.
EPA will hold a public meeting so that community members can learn about the proposal. EPA will be available to answer questions. The meeting is open to the public.

PROPOSED CLEANUP PLAN
The proposed cleanup plan covers nine sites:
• FTL 02 Landfill
• FTL 03 Landfill
• FTL 04 Landfill
• FTL 05 Landfill
• FTL 06 Landfill
• FTL 13 Former Underground Storage Tank
• FTL 30 Past Pesticide Area
• FTL 65 Pond in Family Housing
• FTL 68 Weed Control Area
The proposed cleanup plan for the five landfill sites includes:
Improve Landfill Cover Material
The five inactive landfill sites will be covered with additional material
to prevent infiltration of precipitation and cover wastes. The landfill
covers will be inspected, and grass will be mowed periodically to maintain
the covers and prevent erosion damage.
Monitor Ground Water
The ground water will be monitored to ensure ground water chemicals are
below regulatory limits.
Limit Land Use
EPA proposes to limit land use so the landfill cap structure is not disturbed.
On-site excavation and construction will be controlled.
No further action is planned for the other four sites (FTLs 13, 30, 65, and 68). The sampling results indicated no significant release or threat of release from the sites. Also, the risk assessments concluded no unacceptable risk to human health and the environment.
BACKGROUND
Fort Leavenworth is an active U.S. Army installation where officers are
trained for staff work. Also, Fort Leavenworth provides long-term confinement
for military prisoners in the United States Disciplinary Barracks. Other
significant activities include coordination of combined arms collective
training and the National Simulation Center.
The fort has been active since 1827.
THE CONTAMINATION
Fort Leavenworth disposed municipal wastes and construction and demolition debris in on-site landfills between 1949 an 1992. Improperly constructed landfills caused soil and groundwater contamination.
Fort Leavenworth also conducted maintenance processes which generated
wastes, such as use of pesticides and waste oil, that led to contamination
of soil, groundwater, sediments and surface water.
Investigations detected the presence of the following contaminants:
In Soil:
• Heavy Metals (lead, arsenic, manganese)
• Polycyclic Aromatic Hydrocarbons (PAHs)
• Polychlorinated Biphenyls (PCBs)
In Groundwater:
• Heavy Metals (barium, arsenic, manganese)
• Vinyl Chloride
• Pesticides
• Methyl Tert-butyl Ether (MTBE)
ADDITIONAL INFORMATION
EPA encourages the community to review the Administrative Record and comment on the proposed cleanup plan. Comments or requests should be submitted by June 3, 2005.

A formal public hearing has not been scheduled but will be held if there
is sufficient public interest.
Requests for a public hearing must be made in writing to the EPA contact
at the address listed on Page 1 and must state the nature of issues to
be raised at the hearing. EPA will evaluate any request and hold a formal
hearing if it finds that a hearing will contribute to the decision-making
process by clarifying significant issues affecting the cleanup remedy.
EPA will make a final cleanup decision only after the public comment period ends and all comments are reviewed. EPA may modify the proposed remedy or choose another one based on any new information and comments from the public.
