Record of Decision Issued for Remedial Action - Chemical Commodities, Inc. Superfund Site, Olathe, Kansas
INTRODUCTION
The U.S. Environmental Protection Agency (EPA) has released a Record of Decision (ROD) that addresses both ground water and soil contamination at the Chemical Commodities, Inc. (CCI) site in Olathe, Kansas. The ROD documents EPA’s decision about cleanup actions necessary to address contamination at the site. This action is being taken under the authority of the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), also known as the Superfund Law [U.S.C. § 9621(c)]. The ROD was signed by EPA on September 28, 2005.
The EPA presented its proposed plan to the public in July 2005, and accepted public comments on the plan through September 19, 2005. In general, the public expressed support for the proposed cleanup plan. Responses to all comments received during the comment period have been prepared and are included in the responsiveness summary attached to the ROD.
The Kansas Department of Health and Environment (KDHE) concurred on the proposed plan, and have provided a letter to EPA indicating its support of the ROD.
ABOUT THE CONTAMINATION
Soil at the site contains chlorinated volatile organic compounds (VOCs) and heavy metals. Ground water at the site contains chlorinated VOCs. Trichloroethylene (TCE) is the main contaminant at the site. TCE is a common industrial solvent used for degreasing.
Soil contamination is confined to the fenced area of the CCI property. Ground water contamination has spread underneath the neighborhood west and north of the site.
SELECTED REMEDIES
The selected cleanup actions to address site soil include:
- excavation and offsite disposal of soils containing metals and high levels of VOCs,
- chemical oxidation treatment, and
- construction of a protective soil cover to prevent future exposures.
The selected cleanup actions to address the ground water include:
- chemical oxidation treatment,
- monitored natural attenuation,
- ground water monitoring, and
- continued air monitoring and maintenance of vapor control systems installed in certain homes near the site.
The ROD also calls for land use controls to maintain certain property uses over time, and ground water use restrictions to prevent the ground water from being used as drinking water or for other household purposes.
