FY 2011 General Assistance Program (GAP) Grant Notification
Overview
The U.S. Environmental Protection Agency (EPA), Region 9, is requesting Indian Environmental General Assistance Program (GAP) grant proposals from federally recognized tribal governments and intertribal consortia forFY2011 work plan program development activities. The goal of the GAP is to assist tribes in developing the capacity to plan and establish environmental protection programs and to develop and implement solid and hazardous waste programs in accordance with their individual needs.
The Catalog of Federal Domestic Assistance Number for the GAP is 66.926.

New Information
- GAP Online is Mandatory for FY 2011 – Proposals will only be accepted if they are submitted in GAP Online. Submitting quarterly reports in GAP Online is strongly encouraged, since it will also be mandatory in FY2012. If you have no internet access, please contact your Project Officer for further instructions. Performance Partnership Grants (PPG) are not required to be submitted in GAP Online. For more information on GAP Online, see attachment G.
- Grant Funding Announcement will not be mailed– The Tribal Program Office is distributing paper copies of the GAP Funding Announcement at this year's Region 9 Tribal EPA Conference. The Funding Announcement will be online at Tribal Web site on October 15, 2010.
- Work plan approval letters will not be mailed in 2011. This letter was previously sent by the Division Director to each Tribe's elected leader. Instead, work plans will be approved in GAP Online. When the Project Officer approves the work plan, the Environmental Director will get an email stating that the work plan has been approved. This will serve as the official notification to the tribe of the work plan approval.
- Supplemental Projects. Please submit supplemental GAP projects with the original GAP proposal. Examples of supplemental projects are dump closures, asset protection activities, and one time capital expenditures. Please contact your project officer for more information.
