Open Dump Closure

Solid Waste Disposal and Codisposal Site Cleanup Program  Exiting EPA (disclaimer)
  • Description: Available to tribes for cleanup of solid waste sites where the responsible party either cannot be identified or is unwilling or unable to pay for timely remediation and where cleanup is needed to protect public health and safety and/or the environment.
  • Cycle Dates: Quarterly
  • Award Amount: Grants up to $500,000 are available.

EPA – Region 9 General Assistance Grant Program

  • Description: The General Assistance Program (GAP) can fund solid waste implementation projects, including projects to characterize and close open dumps, purchase equipment, characterize sites, and pilot solid waste collection programs.
  • Cycle Dates: Announcement is generally available at the end of October, with initial proposals due to the EPA Regional office at the end of January.
  • Award Amount: Funds available range by project type.

Tribal Solid Waste Management Assistance Project

  • Description: (formerly Interagency Open Dump Cleanup Project) Interagency workgroup (EPA, IHS, BIA, DOD, USDA) solicits competitive proposals on any of four different types of activities that meet the goals of the project:
      1. Characterize/assess open dumps
      2. Develop integrated solid waste management (ISWM) plans, codes, and regulations
      3. Develop and implement alternative solid waste management activities/facilities (including equipment acquisition)
      4. Develop and implement cleanup, closure, and post-closure programs for open dump in Indian Country.
  • Cycle Dates: Solicitation is usually available in January.
  • Award Amount: Funds available depend on the type of project, and can range from 20k to 300k per project. Funds available nationally, from all contributing agencies, total ~2M per year.  

California Integrated Waste Management Board Farm and Ranch Cleanup Grant Program exit EPA

  • Description : Available to tribes in California who pay tipping fees at municipal solid waste landfills. California Integrated Waste Management Board administers the Farm and Ranch Solid Waste Cleanup and Abatement Grant Program, which provides up to $1 million annually in grants for the cleanup of illegal solid waste sites on farm or ranch property.
  • Cycle Dates: No deadline.
  • Award Amount: The grants are limited to $50,000 per cleanup or abatement project, with a limit of $200,000 per year for each eligible applicant.

EPA – Tribal Nonpoint Source Pollution Control

  • Description: Established by the Federal Clean Water Act Section 319. These funds assist Federally-recognized Indian Tribes in the development and implementation of nonpoint source pollution management programs that address critical water quality concerns by reducing runoff of pollutants.
  • Cycle Dates: Solicitation is usually available in November.
  • Award Amount: $40,000-$200,000

EPA - Brownfields Cleanup Grants

  • Description: Tribal, state, and local governments, and nonprofit organizations are eligible to apply for funding to clean up brownfields sites, including illegal dumpsites. The applicant must own the property, and a 20% match is required.
  • Cycle Dates: Deadline for applying is usually in the fall.
  • Award Amount: Grants of up to $200,000 per site are available, for a maximum of five sites.

California Local Government Waste Tire Cleanup and Amnesty (TCA) Event Grant Program

  • Description:Several programs are available from the California Integrated Waste Management Board (CIWMB) to address tires. The "Local Government Waste Tire Cleanup and Amnesty Event" provides funding to local governments, including tribes, for the cost of cleanup, abatement, or other remedial actions related to the disposal of waste tires collected at cleanup projects and amnesty events.
  • Cycle Dates: Applications are due in February
  • Award Amount: $50,000/site and $200,000/applicant maximum available per grant award for waste tire cleanup projects. $30,000/individual applicant and $90,000/regional applicant maximum available per grant award for amnesty events.

EPA - Targeted Brownfields Assessment Program

  • Description: Targeted Brownfields Assessment can be used on illegal dumping sites to assess the contamination and establish cleanup options.
  • Cycle Dates: Deadline for applying is usually in the fall.
  • Award Amount: $200,000-350,000 on average

USDA Solid Waste Management exit EPA

  • Description: This program supports projects that seek to improve planning and management of solid waste sites in rural areas, and reduce or eliminate pollution of water resources in rural areas. The grant can:
      1. Evaluate current landfill conditions to determine threats to water resources.
      2. Provide technical assistance and/or training to enhance operator skills in the operation and maintenance of active landfills.
      3. Provide technical assistance and/or training to help communities reduce the solid waste stream.
      4. Provide technical assistance and/or training for operators of landfills which are closed or will be closed in the near future with the development and implementation of closure plans, future land use plans, safety and maintenance planning, and closure scheduling within permit requirements.
  • Cycle Dates: Applications accepted Oct 1 – Dec 31 each year.
  • Award Amount: Awards range.

Department of Health and Human Services Administration for Native Americans Environmental Regulatory Enhancement Grant Program exit EPA

  • Description : This program provides financial assistance for Tribes in planning, developing, and implementing projects that are designed to improve their capacity to regulate environmental activities.
  • Cycle Dates: Closing deadline is in March
  • Award Amount: $50,000 to $250,000 per 12-month budget period

Nevada Division of Environmental Protection - Recycling and Solid Waste Grant Program  Exiting EPA (disclaimer)

  • Description: Proposals should focus on (1) improving solid waste management systems within Nevada or a local municipality, or (2) increasing opportunities for the recycling and reuse of solid waste, (3) or increasing public awareness of the importance of conserving natural resources or the reuse, recycling and appropriate disposal of solid waste.
  • Cycle Dates: Applications typically due in December

Arizona Department of Environmental Quality - Waste Reduction Assistance  Exiting EPA (disclaimer)

  • Description: This program funds projects devoted to waste reduction, recycling, and composting. Projects may include new recycling collections, household hazardous waste collections, electronics recycling programs, mulching or composting operations, material processing operations and manufacturing facilities that use recycled material as a feedstock. Capital improvements to expand existing programs or these types may also be proposed. Eligible applicants include private companies, non-profitorganizations, political jurisdictions, and Tribal governments within Arizona.
