Region 1: EPA New England
The Region 1 Tribal Program announces the completion of the EPA New England Tribal Consultation Policy Implementation Guidance Document (PDF) (145 pp, 15.4 MB, about PDF).
This tribal consultation “how-to” document is the product of months of hard work by the Region 1 Indian Program Council – Tribal Consultation Workgroup, a collaboration of cross-cutting New England Office and Program representatives. The goal of this workgroup was to complete an implementation roadmap document to augment the recently issued EPA Policy on Consultation and Coordination with Indian Tribes, and to serve as a comprehensive toolbox for EPA New England personnel who interact with the ten federally-recognized tribes in New England. As you delve into this document, you will find very useful information including a consultation decision-making tool, tips for conducting effective consultation, sample consultation letters, and a tutorial on the Tribal Consultation Opportunities Tracking System (TCOTS) online database. The Region conducted the consultation process with the New England tribes during the development of the document.
A Section 106 National Historic Preservation Act training was held in July 2013 at the Region 1 office. The course provided personnel with an understanding of the Act and applicable laws, a toolkit for conducting the NHPA consultation process, and a series of example scenarios. You can access the Section 106 Cultural Resources Management Manual (PDF) (78 pp, 5.7 MB, about PDF) developed for the course, that includes State and Tribal Historical Preservation Officer contact information, example letters and checklists.
