On April 9, 2010, the Massachusetts Department of Environmental Protection (MassDEP) contacted EPA about a release of hazardous materials that MassDEP that could have required EPA assistance, depending on the magnitude of the situation. MassDEP recovered four 55-gallon drums and extracted two others that were visible. Oil within a ditch area also was found. The release was located along the embankment of the Concord River in Lowell, MA and adjacent to the Lowell Cemetery. Initial field screening results indicated that the drums contain PCB concentrations above 50 ppm and samples were sent to a fixed lab for confirmatory analysis. The property owner hired a clean-up contractor to recover the spilled oil, overpack the drums, and dispose of the drums in accordance with state and federal requirements.
