New Jersey: 1 Hour Ozone Attainment Demonstrations

EPA Approval Date:
EPA's approval of New Jersey's 1 Hour Ozone Attainment Demonstration was
effective on March 6, 2002.
State Submittal:
On August 31, 1998, Commissioner Shinn of the New Jersey Department of
Environmental Protection (NJDEP) submitted to EPA a SIP revision "Attainment
and Maintenance of the Ozone National Ambient Air Quality Standards--Meeting
the Requirements of the Alternate Ozone Attainment Demonstration Policy,"
and supplements submitted on October 16, 1998, and April 26, 2000.
Affected Areas:
New Jersey portions of two severe ozone nonattainment areas
the New York-Northern New Jersey-Long Island Area, and the Philadelphia-Wilmington-Trenton
Area.
New York-Northern New Jersey-Long Island Area includes: Bergen, Essex, Hudson, Hunterdon, Middlesex, Monmouth, Morris, Ocean, Passaic, Somerset, Sussex, and Union Counties.
Philadelphia-Wilmington-Trenton Area includes: Burlington, Camden, Cumberland, Gloucester, Mercer, and Salem Counties.
Summary:
New Jersey submitted a 1-hour ozone attainment demonstration. This demonstration
consisted of: photochemical grid modeling results for three episodes representing
different weather conditions, additional evidence to demonstrate attainment
for the two nonattainment areas, VOC and NOx emission inventories, and
identification of control measures needed to attain. EPA evaluated this
information and performed additional analysis and concluded that additional
assurances were needed to conclusively determine that the New Jersey 1-hour
Ozone Attainment SIP will result in attainment. New Jersey provided this
assurance by committing to adopt additional control measures which would
result in the EPA-identified VOC and NOx emission reductions and to perform
a mid-course review which would determine whether New Jersey was still
on track to attain.
