EPA Approval Date:
EPA's approval of Revised Transportation Conformity Budgets were effective
on August 30, 2004.
State Submittal:
On May 21, 2004 the New Jersey Department of Environmental Protection
(NJDEP) submitted to EPA a SIP revision which incorporates revised transportation
conformity budgets for carbon monoxide and ozone.
Affected Areas:
Ozone:
New York-Northern New Jersey-Long Island Area includes: Bergen, Essex,
Hudson, Hunterdon, Middlesex, Monmouth, Morris, Ocean, Passaic, Somerset,
Sussex, and Union Counties.
Carbon monoxide:
Monmouth, Morris, Middlesex, Somerset, Ocean, Passaic, Bergen, Essex,
Hudson, Union, Atlantic, Salem, Burlington, Camden, Mercer Counties
Summary:
The SIP revision contains revised transportation conformity budgets for
carbon monoxide and ozone precursors. These budgets were revised to reflect
updated modeling estimates, as well as updated vehicle registration data.
These budgets will help the State continue to maintain the carbon
monoxide National Ambient Air Quality Standards (NAAQS) and to continue
progress in attaining the 1-hour NAAQS for ozone in the Northern New Jersey-New
York-Long Island nonattainment area (NAA). The revision also included
revised 1997, 2005, 2007 and 2014 motor vehicle emission inventories calculated
using MOBILE6.
