New York Ozone SIP: Enhanced Motor Vehicle Inspection and Maintenance Program

EPA Approval Date:
EPA's approval of New York's demonstration was effective on June 6, 2001.

State Submittal:
SIP revision dated May 24, 1998 and October 7, 1999.

Affected Areas:
New York City Metropolitan Area - counties of the Bronx, Kings, Nassau, New York, Queens, Richmond, Rockland, Suffolk (except Fisher's Island), and Westchester Counties.

Summary:
This revision consists of a demonstration of the effectiveness of New York's enhanced motor vehicle inspection and maintenance (I/M) program decentralized testing network, to satisfy the requirements of section 348 of the National Highway Systems Designation Act (NHSDA). This revision also consists of the corrections to six de minimus deficiencies related to the Clean Air Act requirements for enhanced I/M.

Part 217, "Motor Vehicle Emissions," and the Department of Motor Vehicles (DMV) 15NYCRR Part 79, "Motor Vehicle Inspection Regulations."
