EPA Approval Date:
EPA's approval of Part 226, "Solvent Metal Cleaning Processes", Part 228, "Surface Coating Processes", Part 235, "Consumer Products" and Part 239, "Portable Fuel Container Spillage Control" was effective on February 23, 2004.
SIP revisions dated December 30, 2002, January 17, 2003 and April 30, 2003.
New York City Metropolitan area
As part of New York's 1-hour Ozone attainment demonstration SIP, it committed to adopt additional control measures to meet the emission reduction shortfall which EPA identified as necessary to attain the ozone standard. This SIP revision includes four of the committed volatile organic compounds (VOC) control measures:
- solvent cleaning operations
- mobile equipment repair and refinishing facilities
- consumer products
- portable fuel containers.
These measures were based on the Ozone Transport Commission (OTC) model rules which other states in the Northeast are also adopting.
