Let’s pretend you were just hired as an EPA grantee (i.e., SEE employee). Your primary duty is to receive and route all of the office mail. Among the mail, you receive a letter from the ABC Company who is submitting their invoices for their contracting services to the EPA. It is almost time for you to leave for the day and all of the mail has been opened and separated from the envelopes, but not distributed.

Question: Can you place all incoming mail in a designated tray until the next business day and then forward to the appropriate EPA staff person?

A. Yes. The grantees are not EPA employees and as long as the information is placed in a designated place within the grantee’s office area, it is protected.

B. Yes. The grantee is only responsible for receiving the incoming mail and forwarding to the appropriate EPA staff who is responsible for protecting Agency records.

C. No. ABC Company’s invoices contain financial and accounting information which is considered confidential information and must be protected from disclosure.

D. No. Your monitor/supervisor has not authorized you to distribute confidential information unless he/she has reviewed it.
