Federal Facilities - Base Realignment & Closure
The Federal Facilities Branch's Department of Defense team consists of Remedial Project Managers (RPMs) which oversee environmental cleanups resulting from past improper hazardous materials/waste handling and disposal operations primarily at Department of Defense (DoD) installations. These installations include Air Force, Army, and Navy/Marine facilities. In addition, the section RPMs oversee hazardous waste cleanups at non-military facilities such as TVA and NASA.
The RPM's primary objective is to ensure statutory compliance with federal environmental laws governing hazardous waste cleanups and provide assistance to the DoD in their environmental efforts. The National Oil and Hazardous Substances Pollution Contingency Plan (NCP), Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), Superfund Amendments and Reauthorization Act (SARA) and Resource Conservation and Recovery Act (RCRA), are the primary environmental laws which apply to hazardous waste cleanups at federal facilities.
The staff is organized into two teams, one of which deals with
military installations being closed and/or realigned under the Base Closure
and Realignment Act and the other which oversees cleanup processes at
active military and non-military installations. The DoD teams operate
under the partnering concept in their internal and external environments.
This concept facilitates open communication and information sharing among
EPA, States and Federal Facilities. Externally, partnering enhances and
expedites the remedial activities required to reach a final cleanup at
the DoD installations. Internally it provides an avenue for technology
information sharing. This concept not only enhances the working environment
for the RPMs, it also enhances the information sharing and relationships
