Current Site Status
The Alabama Plating Co. Inc. site includes the area where Alabama Plating Company operated an electroplating facility from 1956 until 1986. EPA finalized the site for the National Priorities List (NPL) in 2012 because of contaminated ground water resulting from facility operations. EPA and the Alabama Department of Environmental Management (ADEM) have investigated site conditions and taken steps to clean up the site in order to protect people and the environment from contamination. Site contamination does not currently threaten people living and working near the site. A water line connects residences and businesses to the public water supply. By conducting additional investigations to determine next steps for the site’s cleanup, EPA and ADEM continue to protect people and the environment from site contamination.
The 6-acre site is located at the northeast corner of Highway 231 North and Highway 60 in Vincent, Shelby County, Alabama, approximately 25 miles southeast of Birmingham. Three facility buildings remain on site. Residences and forested land border the site. The closest residence is approximately 500 feet from the site. The residential area includes low-income and minority residents.
The site includes the area where an electroplating facility operated from 1956 to 1986. Operations generated waste containing heavy metals. In 2012, EPA finalized the Site listing to the NPL. Currently, the site is not in use. However, parties have expressed interest in redeveloping the site property.
Site investigations found contamination in ground water, soil and sediment that could potentially harm people in the area. Contamination resulted from facility operations at the site. Contaminants of concern include cyanide, arsenic, cadmium, chromium, copper, lead, nickel and zinc.
Contamination also affected soil. Short-term cleanup activities conducted between 1998 and 2000 addressed contaminated soils. Contamination remains in subsurface sediments and groundwater.
Investigation and Cleanup Responsibility / Oversight
EPA leads site investigation and cleanup activities in cooperation with ADEM.
Site Cleanup Plan
EPA published a final site remedial investigation in June 2014 and expects to coplete a feasibility stuudy and Record of Decision outlining cleanup actios for Site groundwater by September 2014.
From 1998 until 2000, EPA conducted multiple time-critical short-term cleanup activities to remove contamination from soil and buildings at the site. EPA fenced the area where contamination remains in subsurface sediments.
EPA negotiated legal agreements with the site’s potentially responsible party (PRP) but the PRP did not investigate or clean up the site. EPA and ADEM continue to fund site cleanup, monitoring and oversight activities.
On December 3, 2012, EPA and ADEM held a remedial investigation/feasibility study kickoff meeting at Vincent High School to discuss data collection efforts to take place at the Site and have a dialogue with community members related to the Site.
EPA has worked with the community and its state partner to develop a long-term cleanup plan for the site, reflecting the Agency’s commitment to safe, healthy communities and environmental protection. Community engagement and public outreach are core components of EPA program activities.
EPA has conducted a range of community involvement activities to solicit community input and to make sure the public remains informed about site activities throughout the cleanup process. Outreach efforts have included public notices and information meetings.
EPA is conducting additional site investigations, including additional ground water sampling.
EPA continues to work with ADEM to determine next steps for the site to conduct a full-scale remedial investigation/feasibility study (RI/FS). We expect the RI/FS and Record of Decision outlining remedial action for Site groundwater and sediment to be complete by September 2014.
