Site Background

From 1972 to 1985, Sonford International and Sonford Products operated two separate chemical processing plants on the six-acre Sonford Products site. The companies produced pentachlorophenol (PCP) for use in manufacturing pesticides and products to control growth of mold and sap stains in freshly cut lumber. After a 2,000 gallon uncontrolled spill of PCP occurred on the site in April 1985, all chemical production ceased and there are no plans to reopen the facilities.

Threats and contaminants

Chemical compounds associated with Sonford product manufacturing have contaminated the surface soil, sub-surface soil, surface water, and ground water at the site. The contaminants of concern include PCP, dioxin, other pesticides, and metal contaminants.

Site Cleanup Plan

EPA Region 4 is currently conducting a Remedial Investigation and Feasibility Study (RI/FS) at the site. The information gathered in this study will be used to select an appropriate remedy to address the risks associated with contamination at the site. It is anticipated that the RI/FS will be completed in spring of 2009 and will be followed with a Record of Decision outlining the cleanup approach for the site.

Clean-up Progress

A Remedial Investigation / Feasibility Study (RI/FS) is underway at the Sonford Products Site.  The Site is a fund lead site.  The RI/FS is being conducted by EPA and its contractors.    The first phase of the RI/FS began December 2006.  Field activities have included surface soil, subsurface, sediment, surface water, and groundwater sampling for metals, pesticides, volatile organic compounds, extractables, and dioxin / dibenzofuran compounds.  A Draft Remedial Investigation Report has been completed.  Additionally, the Draft Baseline Human Health Risk Assessment and a Draft Ecological Risk Assessment were completed in conjunction with the RI Report.  The Draft Feasibility Study is currently being finalized.  The FS will summarize all the remedial alternatives evaluated to address the PCP, pesticide, and dioxin contamination onsite.  A Proposed Plan will be issued followed by a Record of Decision this fiscal year.

Site cleanup activities are being led primarily by EPA.

Enforcement Activities

The Mississippi Department of Natural Resources issued Administrative Orders to Sonford in July 1983, March 1985, and July 1985 addressing air pollution and wastewater disposal violations. EPA issued a Unilateral Administrative Order to Sonford Products to address the 2,000-gallon PCP spill at the property in April 1985.

Community Involvement

EPA is conducting a range of community involvement activities at the Sonford Products site to solicit community input and to ensure that the public remains informed about site activities throughout the site cleanup process.

Future Work

When the Remedial Investigation/Feasibility Study is completed in 2009, a Record of Decision will be issued outlining the selected remedy and cleanup approaches for the site.
