PUBLIC NOTICE FOR THE PROPOSED DISSOLVED OXYGEN TOTAL MAXIMUM DAILY LOAD (TMDL) FOR THE SAVANNAH RIVER AND HARBOR IN GEORGIA AND SOUTH CAROLINA

The U.S. Environmental Protection Agency (EPA) is posting the following draft TMDL for public notice and comment:

“Draft Revised Total Maximum Daily Load (TMDL) for Dissolved Oxygen in the Savannah Harbor, Savannah River Basin, Chatham and Effingham Counties, Georgia and Jasper County South Carolina.”

The TMDL Water Quality Modeling Report and Supporting Materials will be available upon request.

This draft TMDL establishes an aggregate Wasteload Allocation for the 23 direct dischargers to the Savannah River and Harbor. The proposed TMDL allows for pollutant trading among the dischargers. Georgia, South Carolina, and EPA have agreed to a one year wasteload allocation trading negotiation process which will result in individual waste load allocations for the 23 facilities. This initial wasteload trading scenario will be published in the final Savannah Harbor TMDL.

The public comment period will be open for 47 days and will close on June 30, 2010. Comments on the draft TMDL should be sent to Sibyl Cole, Records Specialist at the following email and mailing addresses.
