Background
The DePue/NewJersey Zinc/Mobile Chemical Site is about 950 acres that had at one time contained a primary zinc smelting facility and a phosphate fertilizer plant. The area is contaminated with elevated levels of metals that includes zinc, lead, arsenic, cadmium, chromium and copper. The site has been secured, a dust control program was put in place, and a water treatment plant was constructed to treat water discharging to Lake DePue.
Illinois Environmental Protection Agency which is the lead enforcement agency for this site, gathered soil, sediment, wastewater and surface water samples. Based on sampling results IEPA signed a formal legal agreement with a group of potentially responsible parties known as the DePue Group to perform various investigations and cleanup actions. The potentially responsible parties are former owners and/or operators of the site.
Separate cleanup activities have been separated into five areas known as operable units as follows:
- Operable Unit 1, south ditch
- Operable Unit 2, phosphate/gypsum landfill
- Operable Unit 3, former plant site area
- Operable Unit 4, off-site soils
- Operable Unit 5, DePue Lake sediment and floodplain
