U.S. Environmental Protection Agency, (U.S. EPA) in consultation with Illinois EPA, reviewed the NL/ Taracorp Superfund Site remedy and completed the Five Year Review evaluation in March 2009. The FYR evaluation is designed to make a determination if the Site remedy remained protective of human health and the environment. The Superfund law requires reviews at least every five years at sites where the cleanup is complete but waste remains managed on-site. The Site includes portions of Granite City, Madison, Venice and Eagle Park Acres. EPA evaluated site documents, results of periodic inspections, and soil and ground-water testing along with conducting a comprehensive site inspection.

The findings indicate that the Site remedy continues to be protective of human health and the environment in the short-term but additional actions are necessary to ensure long-term protectiveness. Those actions include assuring that the effective Institutional Controls (lCs) will be implemented in the areas where contamination remains which includes the former industrial Site including the capped pile, alleys and roadways in Venice, Madison and Eagle Park Acres and on Slough Road where battery casings and chips may still exist and residential properties which have not been cleaned up. Also, compliance with ICs will be ensured through long-term stewardship of the ICs to ensure that they are maintained, monitored and enforced and by maintaining the site remedy components. U.S. EPA will continue to work with the PRP Group to approve the IC Work plan and oversee its implementation.

Other necessary actions include monitoring of residential yards that are adjacent to yards where the residents refused access for the cleanup. Follow-up actions are necessary to fulfill the Supplemental Environmental Project (SEP) to address lead-based paint issues in the Site area. U.S. EPA will continue to monitor the progress of SEP.

U.S. EPA will also periodically check with the property owners where lead contamination may still exist from air stack emissions and who previously refused access for sampling or remediation. The next Five-Year Review Report is due by March 2014.
