Background

Pristine Inc. site is located in the city of Reading, in the greater Cincinnati area and is a former liquid waste disposal facility closed in 1981. There were many chemicals of concern at the site. Selected cleanup included demolition and removal of all on-site structures; digging up and containing contaminated soil and sediment; incinerating contaminated soil and sediment; pumping and treating ground water; and ground water monitoring and restricting access to property. Cleanup for the site was divided into four phases: demolition phase, soil treatment phase, construction phase, and ground water treatment phase. March 2014

EPA completed the fourth five year review of the Pristine, Inc. Superfund. The Superfund law requires regular checkups of sites that have been cleaned up – with waste managed on-site – to make sure the cleanup continues to protect people and the environment. This review included an evaluation of background information, cleanup requirements, effectiveness of the cleanup, and maintenance and monitoring efforts. It also looked at ways to operate more efficiently. EPA’s cleanup at the site consisted of thermally treating soil to bake out  the volatile organic chemicals, constructing a soil cap, installing a groundwater pump-and-treat system, installing an in-place soil vapor extraction system, monitoring groundwater and soil vapor, and restricting land use. The review found that the cleanup continues to protect people and the environment  The next scheduled review will be in 2016.

EPA modified the cleanup decisions for the Pristine site in an Explanation of Significant Differences (ESD) document. The changes of the cleanup will update groundwater cleanup standards in accordance with EPA policy; delete contaminants that are no longer of concern at the site; and replace individual soil cleanup levels with an overall requirement to demonstrate that the cumulative risk level for exposure to contaminants in soil is below a certain threshold.
