Background

U.S. Steel is a fully-integrated steel mill that has operated in Gary, Indiana since 1907. The 4,000 acre site is bounded by 7 miles of Lake Michigan shoreline to the north, the Indiana Dunes National Lakeshore to the east, and the Grand Calumet River, to the south. In 1998, U.S. Steel and EPA signed a Consent Order pursuant to the Resource Conservation and Recovery Act (RCRA) to conduct a corrective action program at Gary Works. The purpose of the corrective action program is to investigate releases of hazardous waste and clean up areas where necessary to protect human health and the environment.

To support the corrective action program, U.S. Steel requested EPA designate an area at Gary Works on which to build a Corrective Action Management Unit (CAMU). The CAMU would be used to dispose of remediation waste managed as part of the cleanup of Gary Works. EPA approved the CAMU pursuant to RCRA in 1999. In 2000, a portion of the CAMU was approved pursuant to the Toxic Substances Control Act (TSCA) to dispose of remediation waste containing concentrations of PCB greater than 50 parts per million. In 2003 and 2007, the CAMU was used to receive approximately 788,000 cubic yards of contaminated sediments from the Grand Calumet River. This work was required by a Consent Decree pursuant to the Clean Water Act and the RCRA Consent Order. U.S. Steel may request to use the remaining capacity in the CAMU to dispose of additional remediation waste as the corrective action program at Gary Works continues.
