Comment Period Extended, Meeting and Hearing Scheduled Doe Run Co., Glover, Missouri
INTRODUCTION
The U.S. Environmental Protection Agency (EPA) Region 7 and the Missouri Department of Natural Resources (MDNR) invite the public to attend a public availability session and public hearing about the proposal to issue a Remedial Action Plan permit to Doe Run Co. in Glover, Missouri. See box below for details.
Also, EPA and MDNR have extended the public comment period on the proposed permit to allow additional time for interested citizens to review the public record and provide comments. All written comments should be sent to the address below. The public comment period will end on February 28, 2006.
The U.S. Environmental Protection Agency (EPA) Region 7 invites the public to comment on the proposed cleanup plan for soil and groundwater contamination at the Offutt Air Force Base in Bellevue, Nebraska. Specifically, the proposed cleanup plan addresses the Fire Training Area 3. Also, EPA proposes to modify Part II of the Hazardous Waste Storage Permit to include the requirements of the proposed cleanup plan.
REMEDIAL ACTION PLAN PERMIT
The Remedial Action Plan permit would allow Doe Run to treat, store, and dispose hazardous remediation waste at its facility in Glover. The permit would be issued under the authority of the Resource Conservation and Recovery Act. The remediation waste would come from two locations in Missouri: the Middlebrook Railhead site in Viburnum and a property in Festus.
The Remedial Action Plan permit would allow Doe Run to use treated soil from the Middlebrook Railhead site as intermediate cover for its lead smelter slag repository at the facility in Glover. The soils would be treated to stabilize the lead. Once the soil is placed, Doe Run would grow and maintain a vegetative cover on the cap to reduce soil erosion and wind-blown dust.
The slag repository at the facility in Glover is underlain with clay.
Also, the slag repository has a leachate collection system that directs storm-water
to the on-site water treatment facility and has diversion ditches to minimize
storm-water run-off. Doe Run is required to conduct storm-water and groundwater
sampling. This sampling would continue under the permit. Also, the Remedial
Action Permit would require Doe Run to provide financial assurance for
short- and long-term maintenance of the slag repository in the event Doe
Run would no longer be able to fulfill its obligation.
BACKGROUND
The Middlebrook Railhead site is a former lead concentrate loading facility
in the Viburnum Trend Lead Mining District. EPA discovered the site during
an investigation of the Viburnum Trend Haul Roads site.
The Middlebrook Railhead site is a former lead concentrate loading facility
that is currently used as a trailer park. A child living within the site
was identified with elevated blood levels. EPA ordered Doe Run to address
unacceptable lead exposures by removing the contaminated soil. Because
it was vital to quickly remove the contaminated soil, MDNR issued an emergency
permit that allowed the temporary storage of the soil at the facility
in Glover until permanent storage could be arranged. The soils are currently
stored at the smelter according to the emergency permit.
After submitting the Remedial Action Plan application, Doe Run requested
to place about 200 tons of soil from a property in Festus with about 20,000
tons of soil excavated from the Middlebrook Railhead site to the facility
in Glover.
The property in Festus became contaminated due to unauthorized disposal
of construction debris which contained lead slag at the site. Doe Run
has agreed to cleanup the property under the authority of MDNR’s
Voluntary Cleanup Program. Doe Run will remove the contaminated debris
that contains the highest concentrations of lead and transport it to the
Buick Smelter facility for the secondary lead smelting recovery process.
Only the soils that were beneath the contaminated debris would be added
to the soil at the facility in Glover.
ALTERNATIVES FOR SOIL DISPOSAL
There are two alternatives for soil disposal from the Middlebrook Railhead
site and property in Festus:
- Disposal in an appropriate landfill
- Beneficial reuse of treated soils to cover the existing slag repository at the facility in Glover.
EPA and MDNR believe that treating and placing the soils on the slag repository is the preferable alternative because it is more protective of human health and the environment. Capping and growing native vegetation on the slag repository would provide greater environmental benefit by reducing lead released by wind-blown dust and surface water runoff to the environment.

From 7 p.m., to 9 p.m., EPA and MDNR will hold a public hearing to provide a formal opportunity for the public to present comments and oral testimony about the proposed permit. All members of the public are welcome to attend.
