Proposed Deletion from National Priorities List - Waverly Ground Water Contamination Site, Waverly, Nebraska
Introduction
The U.S. Environmental Protection Agency (EPA) is proposing to delete the Waverly Ground Water Contamination site from the National Priorities List. The site was added to the National Priorities List in 1986. The list identifies hazardous waste sites in the country. The Nebraska Department of Environmental Quality concurs with this action. The Notice of Deletion was published Sept. 19, 2006. A 30-day comment period follows. EPA is asking the public for comments on the deletion.
Background
The Commodity Credit Corp., an agency within the U.S. Department of Agriculture, operated a federal grain storage facility at the site between 1952 and 1974. The facility consisted of grain storage structures (approximately 100 bins and 13 Quonset huts) on concrete foundations. A grain fumigant consisting of 80 percent carbon tetrachloride and 20 percent carbon disulfide was used at the facility between 1955 and 1965.
EPA sampled the Waverly municipal water system in July 1982 as part of a nationwide survey. The analytical results indicated contamination of the public water supply wells 1 and 3 with carbon tetrachloride and chloroform at concentrations of up to 200 micrograms per liter and 7.5 micrograms per liter respectively. Subsequent sampling of well 3 in 1983, 1984, 1985 and 1986 showed high levels of carbon tetrachloride and chloroform.
The current established drinking water standard for carbon tetrachloride is 5 micrograms per liter and 80 micrograms per liter for chloroform. Note that only carbon tetrachloride exceeded the standard.
Potential health effects from ingestion of water with carbon tetrachloride and/or chloroform include liver and kidney damage and an increased risk of cancer.
The site was proposed to the National Priorities List in October 1984 and became final in June 1986. The site contamination posed a threat to the public health through direct contact, potential leaching from soils and the migration of contaminants in ground water.
EPA developed an engineering evaluation/cost analysis report in May 1986 outlining an expedited response action. That action included pumping and treating with air stripping technology and soil gas extraction to prevent contamination of drinking water wells, prevent further plume migration, and address soil contamination. Design of the systems was completed in May 1987.
EPA began operating the expedited response action system at the site in February 1988. A compliance agreement between the Commodity Credit Corp. and EPA went into effect in May 1988. Commodity Credit Corp. took over operation and maintenance of the response action in June 1988. A record of decision was issued for Waverly in September 1990.
SITE ACTIVITIES
The site has been addressed through federal, state, and potentially responsible partiy actions. These actions included the following:
- Soil vapor extraction system to address soil contamination
- Pump-and-treat to address ground-water contamination
- Air stripping technology to address ground-water contamination
DELETION ACTION
EPA and the Nebraska Department of Environmental Quality have determined
that all appropriate actions under Superfund have been completed. The
cleanup actions at the site were successful in preventing exposure to
contaminated soils and ground water on the site by the chosen remedies.
